Cardiff Film Office is a division of the City of Cardiff Council and manages filming and photographic shoots for the capital city of Wales - the most film-friendly city in Wales.
We make filming happen quickly and efficiently thanks to our easy-to-use application service. We also fully understand the pressures and requirements of each production, and are committed to the belief that the best way to enable filming is to ensure it does not place unreasonable demands on the locale in which it happens. Key to this is adequate preparation time, proper planning and effective consultation.

We are constantly looking to make filming in Cardiff easier and are acutely aware of the importance the Film Industry has in promoting local areas, the capital city of Wales and the UK at large.

Foreign film and TV productions can access a 15% tax rebate on their eligible spend in mainland Spain (up to 35% in the Canary Islands) if the production does not qualify as Spanish, there is a minimum eligible spend of 1M euros in Spain and the foreign production company hires the services of a Spanish production company which will collect the rebate from the Spanish Tax Authorities.
The production can claim up to to 2,5 million euros in tax rebate, calculated as the 15% of the total eligible spend in Spain
Upon application and contingent on available funds, selected productions are offered a Cine Tirol Production Incentive in form of a non-repayable production grant.

From Hesbaye to the Ardennes, Wallonia has an impressive range of locations and scenes, from flat to valley country. All we lack are mountains and the sea! There are also historical sites, such as the Lion Mound in Waterloo, or the sites of the battles of the Ardennes in WWI. From January 1st 2015, Ireland's tax incentive "Section 481" for film and television is enhanced, creating a new payable tax credit programme.
- Increased rate of relief
The rate of tax relief has been significantly increased and is now worth up to 32% of eligible Irish expenditure.
- Expansion of eligible expenditure criteria
The payable tax credit is now based on the cost of ALL cast & crew working in Ireland, regardless of nationality.
- Greater flexibility in the application process
An application for a certificate entitling the applicant to the tax credit can be submitted at any time prior to the completion of the project.
What is "Section 481"?
"Section 481" is a tax credit, incentivising film & TV production made in Ireland, administered by Ireland's Revenue Commissioners (Revenue). Applications are made by e-mail to S.481relief@revenue.ie, or at Revenue Secure-email.
What types of projects qualify?
The incentive applies to feature film, TV drama (singles or series), animation (excluding computer games), & creative documentary. Projects must either pass the Cultural Test or qualify as an official co-production under one of IrelandsBilateral Co-Production Treaties or the European Convention on Cinematographic Co-Production.

There are two major film studios in County Wicklow, Ardmore Studios and Ashford Studios, both of which are very close to the M11 motorway ensuring very easy access.
Ardmore Studios has recently housed productions such as Penny Dreadful for SKY and the History Channel series 'Vikings' was made in Ashford Studios and surrounding countryside.
The County Wicklow Film Commission was set up in 1992 and is the longest running film commission in Ireland.
Our main objective is to guarantee a film friendly County by assisting filmmakers with all the requirements filming on location brings.
We can help you, for example, to source production offices anywhere in the County. We can put you in touch with landowners or establish the relevant contacts within the local authorities to help you move street furniture. For all British qualifying films of any budget level, the film production company can now claim a payable cash rebate of up to 25% of UK qualifying expenditure.
The Tax Relief is capped at 80% of core expenditure i.e. even if you spend 100% qualifying expenditure in the UK, tax relief is payable on up to 80%.
There is no budget limit.
Accessing UK Film Tax Relief
Tax relief is available for British qualifying films. Films must either pass the Cultural Test or qualify as an official co-production
Films must be intended for theatrical release
Films, including those made under official co-production treaties, must reach a minimum UK spend requirement of 10%
Tax relief is available on qualifying UK production expenditure on the lower of either 80% of total core expenditure or the actual UK core expenditure incurred
There is no cap on the amount which can be claimed
The FPC responsible for the film needs to be within the UK corporation tax net
Minimum UK spend requirement
A minimum of 10% of costs must be spent on UK qualifying production expenditure.
UK qualifying production expenditure is defined as expenditure incurred on filming activities (pre-production, principal photography and post production) which take place within the UK, irrespective of the nationality of the persons carrying out the activity.
HM Revenue & Customs’ (HMRC) definition of UK spend introduces the concept of where a good or service is “used or consumed†in the UK. If they are used or consumed in the UK, the expenditure is treated as UK expenditure (under the rules set out in the clauses of the Finance Bill). If they are used or consumed outside the UK, they do not count as UK expenditure.

Film Production Company (FPC)
UK Film Tax Relief is available to FPCs.
The FPC is defined as the company responsible for the principal photography and post production of the film and for the completion of the finished film. (There is no requirement for the film rights to be owned by the FPC at the time the film is completed).
The FPC must be within the UK corporation tax net.
Incentives & Reliefs Team
The UK now has a specialist government team to deal with the corporation tax affairs of companies which are eligible for Film Tax Relief. The team, which is part of HM Revenue & Customs, works mostly with Special Purpose Vehicles established to make a single film.

Handling around 1,000 enquiries a year, we have recently supported TV and feature film drama, including Fox Pictures' The Monuments Men, Warner Bros.' Qualifying production formats include: feature films, documentaries, TV drama and animation. The incentive does not apply to commercials, reality TV, game shows and soaps.
The incentive is administered on a first-come, first-served basis. The rebate is calculated on the total qualifying expenditure, without including value added tax, and is paid directly to the applicant's Croatian bank account. Qualified spend consists of the costs of goods and services purchased in Croatia and wages paid to Croatian tax residents (both cast and crew) for services carried out in Croatia.
The European Commission has approved the scheme until 31 December 2019.
Filming in Croatia, a department within the HAVC, ensures that Croatia remains a film-friendly location for both local and visiting filmmakers. Filming in Croatia department helps navigate international filmmakers through practical production requirements, and support schemes available for international productions in Croatia.
