Rachel, a public defender for only a few years, begins to suspect something when one by one her clients are brutally killed by an unidentified creature.
Dave, an assistant D-A is her first suspect. He has long criticized the leniency of the Judges. As more of Rachel's clients are killed, she convinces Dave there is something odd about all the cases and the judges.
Her suspicions are proven when a PI she hires follows the judges down a secret passage. There he witnesses the judiciary in black robes calling up demonic spirits, sending them to enforce justice on those for whom justice was insufficient. Rachel never hears from the PI again.
The judges realize Rachel and Dave have discovered their diabolic scheme and send a demonic entity to keep an eye on them.
When more of her clients are killed, Rachel turns to her father, a retired professor of occult literature. With his aid, they are shown how to stop the evil cabal of jurists.
Upon her father's advice, they make their way into the ceremonial room to sabotage the protective seals, thus exposing the judges to the same fate.
They take refuge at her father's home as the night's summoning play out. The weather turns, the doors blow open, Rachel, Dave and her father are trapped, unaware the judges are each one by one killed in freak accidents as they leave their gathering.
After they acknowledge their victory, Dave goes home. The head of the judicial cabal, having mysteriously survived the accident, is waiting, gun in hand.
Dave held at gun point calls Rachel telling her to come immediately to the judge's house. Both their lives are now at the mercy of the judge and his demon servants. Panic stricken, Rachel briefly stops at her father's and is given advice on how to fight the demonic forces head on. To do so, she must put her life on the line to save Dave and herself. Her level of trust, the only weapon she has.
A final spiritual battle ensues as the judge summons one last entity to completely remove the meddling pair.
As the judge begins to summon the avenging demon, Rachel, on the advice of her father, kneels, submitting herself to the spirit. Her actions do not summon a demon, but its opposite. A blinding light appears above her, grows and breaks the barrier protecting the judge from his demonic slave.
At that moment of vulnerability, the dark forces turn on the judge. Flames shoot up, and surround him, finally pulling him down through the floor. The entity of light smiles at Rachel as it dissipates upward through the ceiling.
Time passes, Rachel and Dave are married, Dave becomes DA. At a Bar Association dinner, they learn the children of the judges are close to graduating law school themselves to carry on their father's legacy. Their new fear is, will this mean the "Judiciary" continues? Will they be ready if it does?
